The primary objective of the Higher Education Institute Society, Khalsa College of Education, Amritsar is to establish, manage, operate, maintain and to control the imparting  of education in Information & Communication Technology (ICT) and its related knowledge areas in the college with an aim to develop technical workforce in these area. The entire requisite IT infrastructure in the college would be established, managed and run by the Society on a self-sustaining revenue model

The Higher Education Institute Society is a college level body that would work under the overall umbrella framework of Punjab Higher Education Society (PHES).
It is considered expedient to provide the Society a legal entity. It was registered under the Society’s Registration Act XXI of 1860. Before getting it registered the college wrote to The Honorary Secretary, Khalsa College Society, Amritsar vide letter no. 862 dated 06-10-2005. The Honorable Honorary Secretary S. Rajindermohan Singh Chhina accorded the approval  to the draft constitution and composition of the society vide letter no. 6169 dated 20-10-2005. In the staff meeting dated June 10, 2006 the office bearers of the Society were unanimously elected/nominated.
